Executive Committee (General Officers)

Provides overall direction for all operations of the CMPOA board and association and ensuring the community governing documents are followed and enforced. This committee requires outstanding leadership and management skills. Includes The President, Vice President, Treasurer, and Secretary.
From Bylaws: Article Five Section (E) Powers and Duties: The several officers shall have such powers and shall perform such duties as have been prescribed and specified in the Articles of Incorporation of Cascade Mountain Property Owners Association, Incorporated, Article Seven, Corporate Officers and their functions and contained on Article Six, Corporate Officers and their functions of these by-laws.

 Infrastructure Committee


Primary responsibility is to advise the Board of Directors on issues and policies related to the maintenance and upkeep of the common grounds, roads, and facilities in order to preserve the physical integrity and aesthetic quality of our buildings, playground, tennis courts, pool and grounds. Responsible for the maintenance and improvements of all Cascade assets and common areas. Provides oversight to the Association’s service and maintenance contracts. Ensures safe and efficient operation of the burn pile sharing responsibility with the Safety Committee

Finance Committee

Responsible for recommending and monitoring financial policies, goals, and budgets that support the mission, values, and strategic goals of the POA. The finance committee, after input from the other committees and the Association members, is responsible for developing an annual budget to the Board for review and approval. The committee also reviews vendor contracts, invoices, and work orders to ensure that the POA continues to receive required services in a timely manner and at a fair and reasonable cost. It also monitors the financial health of all capital accounts against its goals and the annual budgets and will assist the Treasurer in his/her duties. The committee will perform various audits of the association’s financial and operational records on a regular basis.

Delinquent Accounts Coordinator

Reporting to the CMPOA Treasurer, with assistance from a team of volunteers, implements the CMPOA Collections Policy and Procedures in an effort to collect delinquent assessments, dues, and penalties. The Delinquent Accounts Coordinator will follow the association approved procedure for dealing with delinquent accounts in a timely manner and follow prescribed procedures for collection of the delinquent accounts so as to minimize loss of revenue.

Long Range Planning Committee

The purpose of the Long-Range Planning (LRP) Committee is to assist the CMPOA Board of Directors in the development of an ongoing five-year plan that is consistent with the values and interests of the CMPOA. Planning will include assessment evaluation and large-scale Capital and Reserve Fund projects. The goals of the LRP committee will be to enhance property values, identify key capital spending and major maintenance projects. A function of the committee is the development and implementation of a Business Plan to market CMPOA lots that are suitable for constructing homes.

Communications and Technology Committee

Responsible for the POA Board of Directors communications to the residents of Cascade Mountain through timely and consistent updates to the CMPOA website. Other responsibilities include implementation of additional communication structures that will enhance two-way communication flow between residents, committees, and the POA board. This committee also evaluates, recommends, and oversees the use of technology to meet the association’s needs. Provide a focal point for providing and encouraging communications across the Cascade community for CMPOA business and relevant neighborhood information. Promote the effective use and leveraging of technology to make the Cascade office and CMPOA operations more efficient

Safety Committee

Works with members to improve the security and safety of the homeowners, visitors and property within the CMPOA. The committee works with local law officials on needs of the association including crime issues, review and maintain incident reports, and concerns within the community. The Safety committee will ensure gate entry records and video viewing records (electronic or paper) are accessible to the Board. Ensures safe and efficient operation of the burn pile sharing responsibility with the Infrastructure Committee.

Recreation Committee

Responsible for ensuring that the recreational facilities are maintained in a neat, safe, clean condition at all times. Oversee operations of the pool, tennis courts, mulit-use court, playground, pond, and any other recreational amenities

Social Committee


Develops and organizes activities and events for members of the association. The committee strives to foster a cohesive community by organizing fun, interesting events for the entire community whereby neighbors can meet and socialize with each other. They are considered to be the “glue” holding the community together.

Architectural Review Committee (ARC)

Maintains property values by keeping the land and new construction in accordance with the covenants, conditions, and restrictions established in the governing documents. The committee is established to develop, initiate, and enforce a uniform plan for reviewing plans for construction and homeowner improvements within the POA’s boundaries. The committee works with property owners to ensure compliance with our governing documents that is clear, fair, and consistent involving new construction, renovations, additions, and fences. Also maintains property values by ensuring the land and existing structures are kept in accordance with the covenants, conditions, and restrictions established in the governing documents.

Landscaping Committee

Provide recommendations to the Board and the Infrastructure committee on improvements and beautification of common areas as well as assisting property and homeowners with guidance in home and property maintenance. The committee relies on volunteers who research, recommend, monitor, and implement landscaping and overall improvements to the front entrance, gate area, mailbox area, and Summit Haus area, as well as advise the Infrastructure committee on the maintenance of CMPOA common areas. Also responsible for approval of tree removals and the Firewise program

Legal Committee


The Legal committee shall consider and report or recommend to the Board on matters pertaining to compliance, oversight and legal issues. Seek legal counsel and ask the attorney questions about restrictions, by-laws, rental agreements, contracts, and other matters as they come up. Manage any formal complaints that have been submitted from the community. Manage the insurance policy for the CMPOA along with input from Finance and Infrastructure committees.
The CMPOA President usually chairs the Legal Committee and is the primary focal point to the established attorney for the association.

2023 Elections Committee

The Election Committee is responsible for conducting a fair and balanced election of new CMPOA board members (directors, alternate directors) and new Cascade Water Company directors to fill positions that expire at the year’s annual CMPOA meeting (last Saturday in March).   This includes soliciting and qualifying nominees, preparing and distributing ballots to all property owners in good standing, and executing the actual election by counting all returned qualified ballots.
